What Is Food Waste? Why Discarded Food Has a Much Larger Impact Than It Seems
A bruised banana, an untouched buffet tray and a container forgotten at the back of a refrigerator look like small household or business problems. Added together across billions of people and millions of food businesses, they become a global resource problem.
Food waste is food and associated inedible parts removed from the human food supply chain at the retail, food-service or household stages. It includes food thrown away because it spoiled, was over-prepared, passed a date label, was rejected for appearance or simply was not eaten.
The concept is related to food loss, but the two are not identical.
Food loss happens earlier in the supply chain
FAO's Sustainable Development Goal monitoring uses food loss for what disappears between harvest and retail - during harvesting, storage, transport, wholesaling and processing.
Food waste is measured later, at retail, restaurants, canteens, hotels and homes.
This distinction is useful because causes differ. A farmer may lose vegetables because cold storage is unavailable. A retailer may discard stock after forecasting demand badly. A household may cook more than it eats.
The solutions therefore differ too.
FAO estimates that 13.3 percent of food was lost globally between harvest and retail in 2023. UNEP's Food Waste Index covers the later stages.
The world wastes more than a billion tonnes at consumer-facing stages
UNEP's Food Waste Index Report 2024 estimates that 1.05 billion tonnes of food waste were generated in 2022 across households, food service and retail.
That amounted to about 132 kilograms per person and approximately 19 percent of the food available to consumers.
Households were responsible for about 60 percent of the total. Food service accounted for 28 percent and retail for 12 percent.
The household share is important because food waste is sometimes framed mainly as a supermarket or restaurant problem. Businesses matter, but homes are the largest measured source globally.
UNEP also stresses that household food waste is not confined to wealthy countries. Available measurements show substantial waste across income groups, although the drivers and the reliability of national data vary.
The headline figure includes inedible parts
One detail often disappears when the statistic is repeated.
UNEP's estimate includes both edible food and associated inedible parts such as bones, shells, skins or coffee grounds, depending on national measurement systems.
That does not make the problem less important. It means the figure should not be translated directly into '1.05 billion tonnes of edible meals thrown away'.
For policy, separating edible waste from unavoidable inedible material can be useful. Preventing edible waste is usually the first priority. Inedible residues may instead be suited to composting, anaerobic digestion or other recovery systems.
Wasting food also wastes everything used to produce it
The environmental cost of waste begins before the bin.
A tomato that is discarded still required land, water, nutrients, labour, energy and transport. Meat that is never eaten still carries the feed, land and methane emissions associated with raising the animal. Frozen food that is thrown away still used electricity for processing and cold storage.
That is why food waste has an unusually broad footprint.
Reducing it can avoid production-related greenhouse-gas emissions, water use, land pressure and unnecessary packaging or transport at the same time.
FAO and UNEP estimate that food loss and waste together are responsible for roughly 8 to 10 percent of global greenhouse-gas emissions.
Disposal can create additional methane
When food decomposes without oxygen in a landfill, microbes can generate methane.
Methane is a powerful greenhouse gas over the near term, making organic waste management an important climate issue.
But not every discarded apple produces the same disposal emissions. Some food waste is composted. Some enters anaerobic digesters that capture biogas. Some is used as animal feed where regulations permit. Some is incinerated. Modern landfills may capture part of their methane.
The climate benefit of preventing waste is therefore broader than simply avoiding landfill gas. Prevention also avoids the upstream footprint of producing food that was never eaten.
Why households waste food
There is no single household cause.
People may buy too much because promotions encourage large quantities or because they shop without planning. Fresh products can spoil when refrigerators are poorly organised or storage conditions are unsuitable. Large serving sizes create leftovers. Leftovers may be forgotten or rejected.
Date labels can cause confusion. In many countries, safety-related 'use by' labels and quality-related 'best before' labels serve different purposes, but consumers may treat both as strict disposal dates.
Irregular schedules and uncertainty also matter. A household may buy ingredients for meals that are later cancelled. Parents may serve portions children do not finish. People may discard food because they are unsure whether it is safe.
Food waste is therefore partly behavioural and partly shaped by packaging, retail practices, housing, refrigeration, information and time.
Businesses face forecasting and operational problems
Retailers and food-service companies operate under different pressures.
Stores need shelves to look stocked even though demand is uncertain. Restaurants must have ingredients available before they know exactly what customers will order. Buffets are designed around abundance. Catering contracts may specify portion sizes that do not match appetite.
Cosmetic standards can reject produce that is safe and nutritious but irregular in size or appearance. Supply contracts may also leave farmers with crops that no longer meet buyer requirements.
Businesses can reduce waste through better demand forecasting, inventory management, dynamic pricing, donation systems, smaller batch cooking and menu design. Yet solutions must maintain food safety and service quality.
Food waste is also an economic loss
Discarded food represents money spent without delivering nutrition.
For households, that is visible in the grocery budget. For businesses, it includes purchase cost, labour, refrigeration, preparation and disposal. For governments, waste may increase collection and treatment costs.
UNEP estimates the global economic cost of food waste at more than one trillion US dollars annually.
The figure is necessarily broad, but the direction is clear: preventing waste can create financial savings as well as environmental benefits.
Hunger and waste are connected, but not mechanically
It is tempting to say that wasted food could simply be given to everyone who is hungry.
The reality is more complicated. Hunger is driven by poverty, conflict, access, prices, inequality, infrastructure and other factors. Food discarded in one city cannot automatically be redirected safely to a household thousands of kilometres away.
Still, edible surplus can sometimes be redistributed locally, and a food system that routinely discards large quantities while people lack access to adequate diets is clearly inefficient.
The strongest case for reducing waste is not that every discarded meal can directly feed someone else. It is that producing food that no one eats wastes resources in a world where those resources and household budgets are limited.
Prevention ranks above recycling
Waste hierarchies generally place prevention first.
If edible food can be avoided from becoming surplus, the land, water, energy and money used to make unnecessary production can also be avoided.
If surplus food already exists and remains safe, redistribution may be preferable to disposal. Food that is unsuitable for people may sometimes have other uses, depending on regulation and safety.
Composting and anaerobic digestion can recover nutrients or energy from unavoidable residues, but they do not recover the full environmental cost of growing and processing wasted food.
This is why composting is valuable but is not a substitute for prevention.
Measurement is essential because waste is easy to underestimate
Food waste often happens in small amounts across many locations. Without weighing or auditing, businesses and households may not realise how much they discard or which foods dominate.
UNEP's 2024 report places strong emphasis on measurement because countries need comparable baselines to track Sustainable Development Goal 12.3, which calls for halving per-capita global food waste at retail and consumer levels by 2030 and reducing food losses along production and supply chains.
Better data also reveals where interventions should focus.
A city with large restaurant waste needs different policies from a region where losses mainly occur during storage after harvest.
Food waste is a systems problem with everyday entry points
The scale is global, but many causes are ordinary: buying, forecasting, storing, serving and interpreting labels.
That combination makes food waste unusual. It requires infrastructure and policy, but it also responds to practical changes in kitchens, shops and restaurants.
The most important distinction is simple.
Once food has been produced, keeping it in the human food chain usually preserves more value than finding a better way to dispose of it.
Waste treatment matters. Prevention matters more.
